Upon transplanting the Original Proposal to this location on 5/18/2023, that 80-page Adobe.pdf file had been SECURED by the SHY 20 BI-PARTISAN SENATORS so that it could no longer be embedded here available for download!!!

However, it is as of 5/18/2023 available UNDER THEIR CONTROL at https://www.murphy.senate.gov/imo/media ... t_text.pdf.

IF THOSE SHY 20 BI-PARTISAN SENATORS terminate that access in the future, please provide a “Heads Up” by e-mail to ReadingLiberally-SaltLake@johnkarls.com and John Karls will print out his original 80-page Adobe.pdf file and then scan it into a new Adobe.pdf file which, with that laborious procedure, will escape the control of those SHY 20 BI-PARTISAN SENATORS!!!

GRADING THE SENATE BILL FOR “PROVIDING OUR SCHOOLS THE SAME PROTECTION AS AIRPORTS & OFFICE BUILDINGS”

Sec. 3 of the Original Proposal (please see above) entitled ““Providing Our Schools The Same Protection As Airports & Office Buildings” said --

IMHO, this should be a “no brainer”!!!

But nobody has ever accused our pols of having brains!!!

The typical list of school-safety measures --

1. Only a single entry-exit.

2. Of course there would have to be additional fire-exit doors, but they should be fitted with one-way locks that permit egress only and fitted with alarms when opened that register at the single entry-exit; moreover the fire-exit doors and their alarms should be inspected at least daily.

3. Metal detectors at the single entry-exit.

4. Trained armed guards at the single entry-exit.

5. Bullet-proof windows.

So let’s grade the Bi-Partisan Senate Bill to see how they did!!!

All of the provisions dealing with “Providing Our Schools The Same Protection As Airports & Office Buildings” are contained in “Title III – Other Matters” which are pp. 55-67 of the Senate Bill text which is down-loadable in Adobe.pdf format above.

Sec. 13301 (p. 55) dubs these provisions “Luke and Alex School Safety Act.”

Sec. 13302 (pp. 55 - 62) provides for a federal database of “best practices.”

Sec. 13303 (pp. 62 - 64) provides for publicity of the “best practices” database.

Sec. 13304 (pp. 64 - 66) provides that “not later than one year after enactment of this Act” the federal bureaucracy administering the “best practices” database will (1) identify any existing “grant programs” that can be used to implement “best practices,” (2) report on a continuing basis to the appropriate Congressional committees “best practices” that are NOT supported by a federal grant program and (3) identify “to the extent practicable” any state agencies responsible for school safety and any state grant programs that can be used for implementing “best practices.”

Sec. 13305 (pp. 66-67) entitled “Rules of Construction” says that nothing in the Act waives any requirements under 5 other existing Acts, and that nothing in the Act authorizes any federal officer to develop, mandate or endorse curricula.

OBSERVATIONS –

(1) THERE IS NO REQUIREMENT TO REPORT TO CONGRESS WHETHER ANY “GRANT PROGRAMS” ARE INADEQUATELY FUNDED!!!

(2) STATES WOULD HAVE TO BE INSANE TO UNDERTAKE GRANT PROGRAMS FOR “BEST PRACTICES” IF THE FEDERAL GOVERNMENT IS TRULY COMMITTED TO FUNDING THEM!!!

(3) THERE IS NO MENTION OF ANY EXISTING “BEST PRACTICES”!!!

(4) INDEED, THE FIVE (YES, COUNT THEM FIVE) “COMMON SENSE” SCHOOL-SAFETY MEASURES LISTED ABOVE (from Sec. 3 of the Original Proposal) -- single entry-exit (fire-exit doors have one-way locks and alarms that are inspected daily), metal detectors at the single entry-exit, trained armed guards at the single entry-exit, and bullet proof windows -- are, presumably, NOT CURRENTLY “best practices” since America is continually plagued with school shootings!!!

(5) MOREOVER, there is no guarantee that these five “common sense” school-safety measures will ever become “best practices”!!!

(6) AS USUAL, our pols are COMPLETE-IDIOTS!!! All they had to do was look at security at airports and office buildings and they could have devised the same list we did and put the items right into the Act for immediate implementation!!!


SUGGESTED GRADE???
