Dear Friends,

We take great pride in our Six-Degrees-Of-Separation E-mail campaigns to decision makers such as the U.S. President which, with only a few computer keyboard key strokes, can be sent by each of our members (1) to the decision maker, and (2) to all of the member's friends and acquaintances requesting them to do the same in an unending chain.

[Indeed, these campaigns are what make us more than an unimportant self-edification group of patriotic policy wonks.]

Accordingly, we also take great pride that each of our recommendations has been approved unanimously at one of our meetings or, at most, received only one dissent.

The following e-mail campaign was adopted at our 3/14/2018 meeting.

The reasons for the campaign are contained in the immediately-following already-prepared e-mail that I recommend you send to all of your friends and acquaintances.

(1) send the already-prepared e-mail appearing below to President Trump by cutting-and-pasting the already-prepared e-mail into http://www.whitehouse.gov/contact which requires your contact information (name, e-mail address and telephone number) after selecting the “message type” as “Contact the President”; and

(2) send to all your friends and acquaintances the already-prepared e-mail package that comprises everything below the immediately-following string of asterisks -- so that, through no more than six degrees of separation to 100% of the American population, we reach everyone in a cascading chain.

Dear Friends,

I have been requested to participate in the referenced "call to action" and request that you participate as well.

It is the 27th such Call to Action on various topics recommended by a monthly patriotic public-policy study group over the last 12 years comprising already-prepared e-mails that can be sent to decision makers on important policy issues. Such e-mail campaigns require unanimity or, at most, one dissent -- the following proposed e-mail was approved at our 3/14/2018 meeting.

The group’s attendance averages 11-12 from approximately 150 worldwide recipients of our weekly newsletter (nonresidents can participate by Skype). Participants come from all walks of life but regular attendees include 5 attorneys and 3 scientists. [Our meetings over the years on thorium fission, on nuclear fusion, and on Japan’s Fukushima Daiichi nuclear disaster have been led by a PhD in Nuclear Engineering from the U/Tenn - Oak Ridge National Nuclear-Research Laboratory.] More information about the group is available on http://www.ReadingLiberally-SaltLake.org.

The campaigns are based on the fact that there are NO MORE THAN SIX DEGREES OF SEPARATION between us and 100% of the American population.

And that, on important occasions, we can send to all of our friends and acquaintances an already-prepared e-mail (1) for them to send to decision maker(s), and (2) for them to send to all of their friends and acquaintances to do the same in an unending chain.

THE REASONS FOR THIS E-MAIL CAMPAIGN

For more than a year, President Trump has been trumpeting that North Korea’s nuclear-weapons program is estimated by our intelligence services to be capable in just a few months of hitting any city in the United States.

However, it appears that the pressure applied to China (without whose economic support North Korea would quickly collapse) may be about to fail and that the “military option” that the U.S. has insisted is “on the table” has recently been described by President Trump’s top advisers as only “a bloody nose.”

Accordingly, if the impending talks with North Korea fail to achieve its verifiable de-nuclearization, it is respectfully suggested that the U.S. should immediately publicly announce that under our long-standing and effective Mutual Assured Destruction (MAD) Doctrine, China will be held responsible for any North Korean nuclear attacks.

Our Mutual Assured Destruction (MAD) Doctrine is what was used to KEEP THE PEACE FOR WELL MORE THAN HALF A CENTURY ever since Russia (and its predecessor USSR) and China acquired nuclear weapons.

All sides recognized that a nuclear war could, and probably would, result in a nuclear holocaust that would destroy everyone.

Which is why MAD was so effective in preventing any nuclear war ever since China and Russia/USSR acquired nuclear weapons.

An important feature of MAD was that all sides recognized their responsibility for actions taken by any other countries that were beholden to the main protagonists.

For example, during the 1963 Cuban missile crisis, Nikita Khrushchev withdrew his missiles from Cuba in recognition that if Fidel Castro fired those missiles at the U.S. -- as Castro was proposing to do -- the American nuclear retaliation would not be confined to Cuba. [Khrushchev’s cable traffic to/from Castro and to/from Khrushchev’s own military personnel, which became public following Glasnost, reveals Khrushchev’s reasons for withdrawing the missiles.]

And during the 1973 Arab-Israel War, Seymour Hersh’s “Samson Option: Israel’s Nuclear Arsenal and American Foreign Policy” (Random House 1991) reports that Henry Kissinger had refused to resupply Israel with ammunition 1967-1973 (all of its conventional weapons were American) as a result of which Syrian tanks were rolling across Israel virtually unopposed. And that Golda Meir convened her cabinet (1) to re-affirm Israel’s long-standing policy that if it ever reached “24 hours to go to complete annihilation” it would fire its 7 nuclear missiles (which had been developed WITHOUT American knowledge, though the CIA later became aware of them) AND (2) TO AGREE THAT IT WAS TIME TO FIRE THEM. Seymour Hersh records that an unidentified member convinced the cabinet that there was enough time to cable Kissinger a Heads Up on What Was Going Down Within A Matter of Minutes, and Kissinger immediately cabled back “Commence firing as if there is no tomorrow, the re-supply planes will take off at dawn.”

The reason for Kissinger’s instantaneous decision per Seymour Hersh is that he knew Israel’s 7 nuclear missiles were aimed at 7 Russian cities rather than Arab capitals (in recognition that the Soviet Union was responsible for stirring up Arab resentment against Israel) AND KISSINGER KNEW THAT THE SOVIET UNION WOULD NOT CONFINE ITS NUCLEAR RETALIATION TO ISRAEL.

Both international law and the legal systems of virtually all of the nations in the world recognize responsibility for actions by agents/countries that you have enabled.

Moreover, what choice do we have???

Per http://www.cia.gov, China supplies 85.6% of impoverished North Korea’s imports – including all of North Korea’s energy (petroleum and coking coal) absent which North Korea’s economy could not function and its population would quickly freeze/starve.

So if WE PERMIT CHINA WITH IMPUNITY to have its dependent, North Korea, engage in nuclear blackmail, where will it stop??? 60% of our economic output??? 70%??? 80??? 90???

And what if China’s estimate of our economic output exceeds 100% of actual???

If the impending talks with North Korea fail, the U.S. should immediately publicly announce that under our long-standing and effective Mutual Assured Destruction (MAD) Doctrine, China will be held responsible for any North Korean nuclear attacks.

After all, China’s leaders can’t be so stupid as to think that America’s nuclear retaliation would be confined to North Korea!!!

So let’s put China’s leaders on notice that we will hold them responsible for North Korea’s actions.

Re: Applying Our Long-Standing and Effective MAD Doctrine to China Re North Korea

Dear Mr. President:

Thank you very much for all of your efforts to call attention to North Korea’s nuclear-weapons program which is estimated by our intelligence services to be capable in just a few months of hitting any city in the United States.

And thank you very much for all of your efforts to put pressure on China to compel North Korea to give up its nuclear-weapons program, in recognition of the fact that North Korea cannot exist without China.

As you have recognized, dealing effectively with North Korea’s nuclear-weapons program has been a problem that “has been kicked down the road” for a quarter century and now, as both you and your top advisers have so eloquently said: “There is no more road!”

However, it appears that the pressure applied to China may be about to fail and the “military option” that we have insisted is “on the table” has recently been described by your top advisers as only “a bloody nose.”

It is respectfully suggested that it is time to recognize that North Korea is a creature of China as a result of which China must be held accountable for any North Korean nuclear attacks under our long-standing Doctrine of Mutual Assured Destruction that has served so well since the Cold War.

After all, China saved North Korea from defeat in the Korean War and the 7/27/1953 Korean-War Armistice Agreement between North Korea - China and the United Nations means North Korea and China are still at war with the United Nations. And in the 65 years since the truce, North Korea would have collapsed without constant economic support from China.

Indeed, it is respectfully suggested that if the American public were told all the facts, they would demand an announcement that retaliation for any North Korean nuclear attack will be directed against China.

So let’s start treating China’s leaders as knowing what they already know.
