CALL TO ACTION – HUMAN INTELLIGENCE VS. SURGING IN AFGANISTAN FROM 17,000 U.S. TROOPS TO 70,000 AND BEYOND

We take pride in the fact that there are NO MORE THAN SIX DEGREES OF SEPARATION between us and 100% of the American electorate.

And that, on important occasions, we can send to all of our friends and acquaintances an already-prepared e-mail (1) for them to send to America's decision maker(s) to influence governmental policy, and (2) for them to send to all of their friends and acquaintances to do the same in an unending chain.

At our meeting this past Wednesday, we reached a consensus that we should rely on human intelligence to thwart terrorist attacks on the U.S. and its allies so that surging from 17,000 U.S. troops in Afghanistan to 60,000 as already ordered by President Obama (plus the additional 10,000 he is already reported to be considering) is unnecessary.

I have received an e-mail from a friend requesting that all Americans contact President Barack Obama to respectfully request an explanation of why our human intelligence capabilities are not sufficient to detect and prevent attacks on America and its allies by terrorist organizations located in Afghanistan and the areas of Pakistan not controlled by its central government. And why, in addition, it is necessary to surge U.S. troop strength in Afghanistan from 17,000 to 60,000 as already ordered by President Obama, plus the 10,000 additional troops he is already reported to be considering, plus who knows how many more in the future.

Re: Human Intelligence and Afghanistan

R. James Woolsey Jr.’s 26 December 1994 letter resigning as CIA Director stated that he believed that the new Executive Order banning the use as agents of anyone who had committed a violent illegal act would make it impossible to gather sufficient intelligence about terrorist organizations since they typically do not trust a new member until s/he has committed at least one violent illegal act at the direction of the terrorist organization.

The President who signed that Executive Order and provoked that resignation left office in January 2001 and, presumably, that Executive Order and the policy it represented have been reversed.

Accordingly, we believe that the American people are owed an explanation why our human intelligence capabilities, together with other programs that have been put in place since 9-11-2001, are not sufficient to protect America and its allies from potential attacks from terrorist organizations based in Afghanistan and Pakistan. And whether fighting an air war against the areas of Pakistan that are not controlled by its central government (thereby risking the extension of Fundamentalist-Islamic rule installed earlier this year in the Swat Valley to all of Pakistan) and trying to subjugate Afghanistan as a base to fight that air war when Afghanistan has never been conquered successfully for any length of time throughout recorded history, add to or detract from our overall intelligence capabilities to detect and prevent terrorist attacks on America and its allies.
