WHO/WHAT WE ARE

We are a U.S. public-policy monthly discussion group founded in the Fall of 2005 that meets on the third Wednesday of each month (with adjustments to avoid secular/religious holidays).

Since February 2020, we have met via Zoom. [For the first 14.5 years of our existence, we met at the Salt Lake City Library (210 East 400 South) with remote participation via Skype.]

The topic is selected by the attendees of the previous month’s meeting. The focus is usually a book but frequently comprises only news items from magazines/newspapers/etc. This bulletin board serves, inter alia, as a place for members to post comments or additional reference materials prior to each meeting.

Our attendance averages 11-12. Participants come from all walks of life but our regular attendees include 4 attorneys and 3 scientists.

There are approx. 225 recipients of our weekly newsletter, many of whom reside outside Utah and participate by Zoom.

40 SIX-DEGREES-OF-SEPARATION E-MAIL CAMPAIGNS, 4 REPORTS & 9 REPRISES

We take great pride in our Six-Degrees-Of-Separation E-mail campaigns to America's decision makers which, with only a few computer keyboard key strokes, can be sent by each of our members (1) to the decision maker, and (2) to all of the member's friends and acquaintances requesting them to do the same in an unending chain.

Accordingly, we also take great pride that each of our official recommendations has been approved unanimously at one of our meetings or, at most, received only one dissent.

All 40 e-mail campaigns over the years are collected in this section. They include 10 e-mails sent by John Karls that did not receive an official endorsement for the rest of our members to send. The titles of the 30 official recommendations are ALL CAPS and the titles of 10 unofficial recommendations are lower case.

The date of the meeting at which each of the 40 campaigns was adopted is listed so that voluminous additional information about that campaign can be accessed by scrolling down to the sections of this bulletin board that relate to that meeting.

In addition, there are four items whose descriptions begin with “REPORT.” They are reports of our Great Salt Lake Working Group which was formed IAW our “Short-Time Fuse” procedures described in the next section of this bulletin board.

There is also a 1/20/2021 “Report” of our JCPOA Working Group.

Finally, there are eight items whose descriptions begin with “REPRISE.” They describe additional actions that were taken IAW previous official e-mail campaigns to bring their approved policies to the attention of additional decision makers.

CALL TO ACTION - Separate BUT UNEQUAL Public Schools

We take pride in the fact that there are NO MORE THAN SIX DEGREES OF SEPARATION between us and 100% of the American electorate.

And that, on important occasions, we can send to all of our friends and acquaintances an already-prepared e-mail (1) for them to send to America's decision maker(s) to influence governmental policy, and (2) for them to send to all of their friends and acquaintances to do the same in an unending chain.

At our meeting this past Wednesday, we decided that this was one of those occasions. That all of us should (1) contact President Barack Obama, and (2) contact all of our friends and acquaintances requesting them to do the same in an unending chain -

to urge President Obama (A) in the wake of the Supreme Court's 2007 reversal of Brown v. Board and return to separate AND UNEQUAL public schools, and (B) faced with the inconvenient truth that America has produced a permanent inner-city under-class despite identical-twin studies that consistently show that inner-city IQ's are equal to suburban IQ's, and (C) in recognition of the fact that A SURROGATE PARENT (a tutor, mentor, etc., who is able to bond with an inner-city student) is THE ONLY FACTOR CAPABLE OF PRODUCING A QUANTUM TRANSFORMATION OF INNER-CITY H.S. GRADUATION RATES from single digits to 65%-70%:

(1) to use a portion of his proposed economic-stimulus funds to replace some of the failing inner-city schools with federally financed and operated K-12 magnet schools that attract suburban students who, together with their families, will become SURROGATE FAMILIES for the inner-city students; and

(2) as such federal K-12 magnet schools prove their worth, to dedicate a portion of the $10 billion/month savings from winding up the war in Iraq to replacing all failing inner-city schools with such federal K-12 magnet schools.

I'm sorry we didn't get a chance to chat this morning.

But thank you for the "heads up" about the "wrap up" of the "Citizens
Briefing Book" which is very confusing!!!

I tried a few moments ago (after 6:00 pm MST) to access
http://www.change.gov/page/s/contact, which is the "suggestion box" for the
President Elect, and it worked just fine!!!

In addition, it would seem somewhat strange for Barack Obama to go
incommunicado, even for a brief period of time!!!

We had this problem with our "Call to Action" following our November
meeting when http://www.change.gov was established within 24 hours following our
Saturday weekly e-mail and I had to put out a Sunday e-mail to provide the
new URL/suggestion box.

I am guessing that http://www.change.com can continue as the new "suggestion box"
of the President (vs. the old "suggestion box" of the President-ELECT).

And that the only significance of the "wrap up" of the "Citizens Briefing
Book" (assuming that it is even connected to the old suggestion box, which
I concede seems to be the implication) is that suggestions received after
6:00 pm today (presumably EST) will be presented to Barack Obama on a
regular basis following his inaugeration.

The main reason for regretting not chatting with you this morning is my
continuing to cogitate about your 15% figure Wednesday evening -- that
studies show that if the minority student population in a school exceeds
15%, whites will flee.

I am guessing that this is the normal "tipping point" if no extraordinary
factors are present.

However, it strikes me that 15% is not a universal law that can be applied
in all situations.

For example, if we skip to the college level for a moment, I would suspect
that if Harvard College decided to admit a freshman class whose minority
composition exceeded 15%, even by a vast margin, we would NOT witness mass
transfers (or even a reduction in quality applications for the following
year).

And rather than wasting a lot of time with examples on the "road back"
from Harvard College to federally financed and operated K-12 magnet
schools on which sufficient resources are lavished to make them effective
magnets, the 15% "law" would not hold either. Again, it would depend on a
mix of factors, including how lavish the resources are (I could
hypothesize, for example, a K-12 faculty and facilities that would rival
Harvard, etc., etc. -- and a Harvard/Yale/Princeton matriculation rate
that rivals Milton/Exeter/Groton).

That, of course, was the reason behind formulating the "think piece" as
federally financed and operated K-12 magnet schools whose capacity was a
SUFFICIENT MULTIPLE of the capacity of the failing inner-city schools
being replaced and the operating budget a SUFFICIENT MULTIPLE of the
per-student operating budgets of the surrounding suburbs, that the federal
schools would be successful magnets.

My recollection is that our discussion also included the concept of
starting with a "safety margin" in terms of the two multiples and the
percentage minority population admitted initially, to insure success.
With "pusing the envelope" to come later.

Though, of course, I will concede that in a 150-200 word recommendation to
Barack Obama, one doesn't have the luxury of detail (which, of course, was
the reason for the reference to our bulletin board where the detail is
provided -- though I wouldn't dream that Barack Obama's staff would
actually take the time to go to our bulletin board).

Though, on the other hand, I wouldn't have a heart attack if that
happened. After all, 12-15 IHAD projects were in Chicago and, as a
community organizer, Barack Obama had to be intimately acquainted with
IHAD generally and the local IHAD projects in the community he was busy
organizing. And quite a high percentage of his staff comes with him from
Chicago and shared many of his experiences.

So there we have it. Voilà.
